Strike in most of Guatemala transportation


At least 90 percent of Guatemala is affected by the heavy transportation strike, which is on its third day today.Nearly 1,200 containers loaded with merchandise, some of them perishable, are stranded in Atlantic and Pacific roads, according to organizers of the protests.

Truck driver union leader Wilson Carreto recalled that they are demanding the abolition of a rule banning the entry of heavy trucks in the capital during the afternoon rush hour.

It is the period of greatest traffic in the city. With this ruling, we are trying to make traffic more free flowing and prevent residents from wasting time, said Spokeswoman for the Mayor's Office Maria Jose Salas.

In the last few hours, a committee was created in the Executive and Legislative bodies to discuss the situation and plan an eventual intervention to out an end to the crisis.

Transportistas de carga guatemaltecos paralizan labores


Los choferes del transporte de mercancías de Guatemala paralizaron hoy sus labores para exigir a la municipalidad que levante la restricción de ingresar a la capital en horarios vespertinos.

Según Wilson Carreto, dirigente de los trabajadores, la protesta se desarrolla a nivel nacional e incluye la suspensión de las tareas de carga y descarga en los principales puertos marítimos.Carreto aseguró que de momento no hay bloqueos de vías y la indicación a los pilotos es estacionar sus unidades donde se evite el congestionamiento.

La huelga pretende dar marcha atrás a una disposición de la comuna de prohibir el acceso de camiones y otros transportes pesados durante el horario de tráfico pico en las calles de la ciudad.De esta manera se busca dar mayor fluidez al tránsito y que la distribución de mercancías y otros productos se realice durante la noche y la madrugada.

Por su parte los choferes aseguran que esta restricción los obliga a estacionar durante varias horas en los accesos a la urbe y eso los convierte en blanco de robos y asaltos por bandas de delincuentes y los expone a sufrir accidentes.

El año pasado los trabajadores del transporte de carga realizaron un paro que causó desabastecimiento en la capital y obligó a la municipalidad a someter el caso a la Corte de Constitucionalidad, la cual le otorgó un amparo provisional.Sin embargo el proceso no llegó a una solución definitiva, lo que dio lugar a esta nueva protesta, precisó Carreto.

Asesinadas más de 160 mujeres este año en Guatemala


El número de mujeres guatemaltecas asesinadas durante los primeros cuatro meses del año asciende a 162, según un informe de la fundación Red de Sobrevivientes de la Violencia Doméstica publicado hoy aquí.

La mayor parte de las víctimas oscilaban entre los 20 y los 26 años y en más de la mitad de los casos fueron sometidas a torturas y violación sexual, precisa la entidad.

Por su parte, la directora del Instituto Nacional de Ciencias Forenses, Miriam de Monroy, explicó que el 90 por ciento de las mujeres recibidas en la morgue fueron asesinadas con armas de fuego y el resto con armas blancas o estranguladas.

Desde que la policía comenzó a llevar un registro de los decesos violentos diferenciado por sexo, en 2001, son más de tres mil 760 las féminas fallecidas por esa causa en el país.

A pesar de que en muchas ocasiones había denuncias previas por amenazas o maltratos, la mayor parte de las muertes permanecen en la impunidad y menos del uno por ciento de los autores recibieron una condena en un tribunal.

Recientemente el Congreso de la República aprobó una Ley contra el Feminicidio, donde se tipifica como un delito especial el asesinato de una mujer por razones de género y se establecen duras sanciones contra los culpables.

Organizaciones femeninas esperan que el presidente Álvaro Colom firme la legislación esta semana y entre en vigor inmediatamente.Norma Cruz, dirigente de la Red Sobrevivientes, mostró su esperanza en que al estar vigente la ley los operadores de justicia muestren su voluntad para llevarla a la práctica y no se convierta en letra muerta.

En igual sentido se pronunció Claudia Paz, del Instituto de Estudios Comparados en Ciencias Penales de Guatemala, quien responsabilizó al Ministerio Público con la profundización de las investigaciones y la reducción de estos crímenes.

Rechazan indígenas guatemaltecos intentos de desmembrar a Bolivia


Indígenas guatemaltecos rechazaron hoy el intento de dividir el territorio boliviano y lo calificaron como una conspiración para frenar las transformaciones impulsadas por el presidente Evo Morales a favor de los excluidos.

“Yo creo que en el referendo promovido en Santa Cruz tienen que ver mucho los intereses de Estados Unidos compartidos con los de la oligarquía boliviana”, dijo a Prensa Latina el dirigente de la Coordinadora Nacional Indígena y Campesina (CONIC), Rodolfo Pocop.

Denunció Pocop que a los sectores conservadores les molestan las nacionalizaciones de los recursos naturales impulsadas por Evo para fortalecer la economía nacional y defender la soberanía, en beneficio de toda la población.

Guatemala y Bolivia son los dos países de América Latina con mayor proporción de población autóctona ya que más de 60 por ciento de sus habitantes pertenecen a alguna etnia originaria e históricamente han estado marginados.

“La situación en Bolivia nos afecta a los pueblos indígenas porque si hoy realizan ese referendo en ese país, mañana lo pueden hacer en cualquier otro”, manifestó Ricardo Cajas, ex titular de la Comisión Presidencial contra la Discriminación.

Un comunicado emitido aquí por varias organizaciones considera los intentos separatistas como una expresión de racismo de los poderes hegemónicos interesados en recuperar los privilegios de los que han gozado a costa de la exclusión de las mayorías.

“Con particular preocupación hemos visto cómo en las últimas semanas se han intensificado las acciones conspirativas en contra del presidente boliviano, de su gobierno y del proceso de cambios impulsado por las fuerzas democráticas”, señala el texto.

El documento denominado “Por la dignidad de América la unidad de Bolivia debe prevalecer” fue firmado por la Asociación Política de Mujeres Mayas, la CONIC, la Fundación Rigoberta Menchú y el Comité de Unidad Campesina, entre otras organizaciones.

Drug traffic routes found in Guatemala


National Civil Police of Guatemala reported at least five land corridors in Guatemala for transporting drugs produced in South America to the US, according to information released Friday.

The two most travelled begin in the northeast at the border with Honduras, and one of them permits transfer of the cargo to the Guatemalan department of Alta Verapaz, and from there to Sayaxche, Peten, while the other uses the territory of Izabal, through Sayaxche to the Mexican border.Three other routes start from the national territory of El Salvador.

One of them covers the Pacific coast up to the south of San Marcos, while the others touch the capital, and then go to Huehuetenango, in the northwest of the country.The police said there are 1,063 passages without control on the border between Guatemala and Mexico, which is used by drug traffickers, and vehicles can circulate in at least 40 of them,.

The air space for clandestine flights to the northern zone of the country is also used by drug-traffickers, while other airplanes go south, in the departments of Escuintla, Suchitepequez and Retalhuleu, where there is usually traffic.

Because of the geographical position of Guatemala, the Antidrug Information and Analysis Office said 85 percent of the narcotics directed to the biggest market in the world (the United States) cross national territory.Last month more than 2, 100 kilos of cocaine were seized by the authorities after almost two years without capturing any shipment.

Asesinan a niño que vendía rosas en Guatemala


Un niño de 12 años que vendía flores fue asesinado a balazos hoy en la llamada “Zona Viva” de la capital guatemalteca.Brian Espinoza Maldonado fue atacado en las afueras de una concurrida discoteca y falleció poco después de su ingreso al hospital Roosevelt.Una tía del menor relató que su sobrino vendía rosas entre los comensales de los centros nocturnos de ese sector exclusivo de la ciudad.

Esta semana una niña de siete años falleció y otras dos resultaron heridas de gravedad al quedar en medio de un fuego cruzado cuando iban a un parque a hacer ejercicios físicos.

El Procurador de los Derechos Humanos Sergio Morales lamentó estos nuevos actos de violencia que enlutan a las familias y se los atribuyó a la inseguridad y la falta de control sobre las armas.Según datos de la Procuraduría, sólo en los dos últimos años fueron asesinados alrededor de 800 niños y adolescentes en Guatemala.

Guatemalans protest high cost of living


Thousands of Guatemalans marched Thursday in the country's main cities to protest the high cost of living, low salaries and violence, on the International Workers' Day.

As a tradition, the parade in this capital started at the Labor Monument and went along 2 miles, to conclude at the Constitution's Plaza, I front of the Government Palace.

Guatemalan Workers' Union leader Daniel Velasquez said the number of participants in the capital exceeded 35,000."The main mottoes in this city and the departmental administrative centers will be about the high cost of living and city unsafety," said Velasquez.

In recent months, the prices of basic products, as corn, bread, beans, and chicken, have increased. However, salaries are still frozen, the CNOC (National Farmer Organization Coordinator's Office) denounced.

This organization, which will head the demonstrations on May Day, also condemned the violent atmosphere in the country, where between 13 and 15 people die per day and there are constant assassinations due to gender motives.

In a message on the occasion of the celebration, the CNOC sent greetings to all workers in the countryside and cities that earn their living by their sweat of their brow to support their families.

"In a special way, we are greeting women, who work from morning till night, preparing food, cleaning houses, taking care of children, without earning a salary," said the organization's communique.

It also recalled thousands of children workers, who are denied of the right to childhood and education, and day laborers in the countryside, who are not even paid the minimum salary and their rights are not recognized.

"May Day is considered as the day of the working people's dignity, and we hope that the government listens to our demands," said Victoriano Zacarias, of the Guatemalan General Central Labor Union.

Responsabilizan al Estado guatemalteco con protección de activista


La Fundación Mirna Mack responsabilizó hoy al Estado de Guatemala con cualquier situación que ponga en peligro la vida de la presidenta de esa organización, Helen Mack, luego que las autoridades decidieran retirarle la seguridad personal.

En un comunicado publicado por los principales medios de prensa, indica la entidad que el gobierno en su conjunto debe acatar la orden de la Corte Interamericana de Derechos Humanos de garantizar la integridad a la activista.

El Ejecutivo retiró la protección brindada a Mack por la Secretaría de Asuntos Administrativos de la Presidencia, con el argumento de que la institución fue creada para proteger al mandatario y su familia y no a personas ajenas.

De acuerdo con el secretario de Comunicación Social, Ronaldo Robles, es un cuerpo especial de la Policía Nacional Civil el que debe encargarse de esa función.Al rechazar la disposición gubernamental, recordó la Fundación el clima creciente de violencia, criminalidad e impunidad vivido por la sociedad guatemalteca.La organización informó del caso a la Oficina del Alto Comisionado de la ONU para los Derechos Humanos en Guatemala.

Helen Mack es también coordinadora de la Comisión Nacional de Apoyo y Seguimiento al Fortalecimiento de la Justicia y presidenta de la Fundación Soros Guatemala y el año pasado fue galardonada con el Premio Rey de España de Derechos Humanos.

Cuba and Guatemala foster links


Cuba's Deputy Foreign Minister Bruno Rodriguez highlighted here the good state of relations between Cuba and Guatemala, while regarded future bilateral links as promising.

Rodriguez spoke with Prensa Latina shortly before winding up an official visit to Guatemala, where attended the opening ceremony of the third ophthalmologic center equipped by Cuba."We have had a full agenda reflecting the satisfactory relations and promising perspectives between the two countries," said the official.

Rodriguez met with President Alvaro Uribe Colom, vice president Rafael Espada, Foreign Minister Haroldo Rodas and Health Minister Eusebio del Cid, among other government officials.

He also presided over, along with Colom, the opening of the ophthalmologic hospital Carlos J. Finlay in the western department of San Marcos.Another two eye hospital staffed with Cuban doctors are already working in Guatemala.

In his speech of gratitude and solidarity, President Colom said that cooperation between Cuba and Guatemala also include sports, and education, with the implementation of the "Yo si puedo" (Yes I Can) program.

Disturbios dejan un muerto y ocho heridos en Guatemala


Por lo menos un muerto y ocho heridos, entre ellos un periodista de la televisión, es el saldo preliminar de los violentos disturbios registrados hoy en el municipio de San Juan Alotenango, del departamento guatemalteco de Sacatepequez.

Los problemas comenzaron en horas de la tarde, cuando los pobladores capturaron a dos pandilleros acusados de cometer hechos delictivos y la policía impidió que los lincharan.

Posteriormente se produjo un enfrentamiento armado entre individuos desconocidos y las fuerzas de seguridad que provocó la muerte a una persona y heridas a varias, entre ellas el camarógrafo del canal Telecentro Trece Eduardo García. El reportero recibió una herida en la espalda y fue trasladado hacia un hospital de esta capital.

La situación en San Juan Alotenango está fuera de control, pobladores enardecidos le prendieron fuego a la municipalidad y las fuerzas de seguridad tuvieron que retirarse del lugar.

Visita Brasil presidente de Guatemala


Cuestiones energéticas, comerciales, inversiones e integración conforman la agenda del encuentro que sostendrán hoy aqui los presidentes Álvaro Colom Caballeros (Guatemala) y Luiz Inácio Lula da Silva (Brasil).


Colom, que realiza su primera salida oficial al exterior, devuelve de esta forma la visita que le hiciera Lula el 14 de enero pasado cuando el mandatario brasileño asistió a la toma de posesión del nuevo gobernante guatemalteco.



Entre sus intereses está profundizar la cooperación en el sector energético y al respecto la prospección petrolera, la energía hidroeléctrica, la producción de biocombustibles y conocer del programa brasileño "Luz para todos".



También quiere promover el comercio y las inversiones y se interesa por la posibilidad de negociar un acuerdo entre el Sistema de Integración Centroamericana (SICA) y el Mercado Común del Sur (MERCOSUR).

El SICA está integrado por Honduras, Guatemala, Nicaragua, El Salvador y Panamá, mientras el MERCOSUR lo conforman Argentina, Brasil, Uruguay y Paraguay , están en proceso de ingreso Bolivia y Venezuela.

Entre otras cuestiones quiere conocer también de programas sociales brasileños como la Bolsa de familia (transferencia de renta a los más pobres), Seguridad Alimentaria, escuelas Abiertas y prevención del SIDA/HIV.

Colom viene acompañado de la primera dama, Sandra Torres, y los ministros Haroldo Rodas (Canciller), Carlos Meany (Energía y Minas), Marco Tulio García (Defensa), Luiz Alejos (Comunicaciones, Infraestructura y Habitación) y Raúl Robles (Agricultura).

Su programa en Brasil comenzó la víspera en Rio de Janeiro cuando sostuvo conversaciones con la estatal brasileña PETROBRAS sobre la necesidad de modernizar el sector petrolero guatemalteco, mediante asociaciones de exploración y producción.

También en territorio carioca se reunió con directivos del Banco Nacional de Desarrollo Económico y Social de Brasil (BNDES) que puede financiar proyectos de infraestructura en su país, especialmente en petróleo e hidroenergía.

El presidente guatemalteco será recibido con honores en Planalto, luego tendrá un encuentro privado con Lula, las delegaciones firmarán algunos documentos bilaterales y seguidamente, en el palacio de Itamaraty, se realizará un almuerzo en su honor.

Guatemalan goverment sees electricity crisis


The Guatemalan government warned Wednesday this country is heading for a crisis in generation, transportation and distribution of electricity in the short term and called all its organizations to adopt prevention measures.

One of the urgent projects is the Guatemalan-Mexican inter-connection, which would contribute 200 additional megawatts, but confronts serious difficulties in completion, said Guatemalan Energy and Mining Minister Romeo Rodriguez.

Also, they are trying to attract investments for renewable energy programs, like hydroelectric plants and replacement of oil with cheaper energy sources, such as coal.

Guatemala has a great number of rivers with abundant water volume and sharp falls, especially in the high western plane in the south, but only 52 percent of the national electricity is produced in this way.Most electricity is produced by oil combustion, so Guatemala has to purchase oil abroad, at continually higher cost.

The national energy system can no longer meet the increased demand, although only 42 percent of the national territory is covered by this service, with one of the lowest rates in Central America.Rodriguez said that if short and medium term programs are not implemented soon, an unprecedented crisis will be produced, with severe effects for the national economy.

Guatemala pide solución negociada a conflicto colombo-ecuatoriano


El gobierno guatemalteco llamó hoy a aliviar las tensiones y buscar una solución negociada al conflicto generado por la violación del territorio de Ecuador por tropas del ejército colombiano.


Según declaró en conferencia de prensa el presidente Álvaro Colom, el tema será tratado el próximo jueves durante una reunión del Grupo de Río, en República Dominicana.



Colom, quien ya conversó por teléfono con sus homólogos Rafael Correa, de Ecuador, y Álvaro Uribe, de Colombia, calificó como lo más grave del caso la violación del territorio ecuatoriano.



“Es algo que, creo, ningún país puede aceptar”, precisó.



El presidente mantiene una constante comunicación con los demás gobiernos centroamericanos y con México para proponer un equipo similar al de Contadora que pueda mediar en la crisis.



De acuerdo con el mandatario, los países de la región están muy ocupados en apoyar una vía diplomática y no seguir alimentando un conflicto que no le conviene ni a las naciones involucradas, ni al continente.



El Congreso de la República de Guatemala aprobó un punto resolutivo en el que insta a Colombia y Ecuador a encontrar un arreglo pacífico al diferendo.



El problema comenzó el fin de semana cuando el ejército colombiano penetró en territorio ecuatoriano y asesinó al dirigente de las Fuerzas Armadas Revolucionarias de Colombia, Raúl Reyes, y otros insurgentes mientras dormían.

Tragedia en carretera Guatemala-El Salvador: más de 40 muertos


Más de 40 muertos y una decena de heridos dejó hoy un accidente de tránsito ocurrido en el kilómetro 33 de la carretera que une a Guatemala con El Salvador, confirmaron los equipos de socorro.
El accidente se produjo en el lugar conocido como El Chilero, del municipio de Villa Canales, aledaño a esta capital, cuando un autobús extraurbano cayó en una hondonada de unos 10 metros de profundidad.
Un portavoz de los bomberos municipales declaró a Prensa Latina que entre las víctimas hay al menos cuatro niños y tres mujeres.
Según informes preliminares, el autobús se trasladaba de la capital al departamento de Jutiapa e iba sobrecargado de pasajeros y a excesiva velocidad.

Guatemalan football violence worrying


Insults, threats and physical attacks in the Guatemalan national football tournament over the last three days are a motive of concern for local sports authorities and team managers.
The most serious case was registered Wednesday in Peten Department in a match between Heredia and champion Jalapa, when an armed individual attacked Jalapa coach Julio Cesar Cortes (from Uruguay), fracturing his nose and cutting his face and head.
Some days earlier, in another Jalapa match, this time against San Marcos, auxiliary umpire Ronaldo de la Cruz was punched in the face by a Jalapa official who was not happy with his call.
In a match between Municipal and Comunicaciones, officials from the latter insulted and made death threats against chief umpire Hugo Castillo.
Former Interior Minister Adela Camacho de Torrebiarte, an executive committee member of Guatemala's football Federation, demanded more severe punishments for those using violence.
She also said that head coaches and managers must comply with security regulations and prevent entry of armed people into the stadiums.
In the south and east of the country fans usually celebrate goals or good plays by firing guns into the air.

Guatemala farmers swap cops, talks


Guatemalan farmers from the department of Izabal liberated 29 police officers after the commitment of the local government to listen to their demands.

Hundreds of inhabitants from communities from the Caribbean municipality of Livingston took the police officers hostages Thursday, to demand the freedom of the their leader, Ramiro Choc, and the legalization of the lands they have occupied for more then 10 years.
A mediation group was created, in which representatives of the Interior Minister and the Human Rights Prosecutor Office participated, to solve the conflict.
On Friday night and after 32 hours of the start of negotiations, settlers delivered the agents, and the government acceded to talk about the problems, and study the possibility of releasing Choc.
Popular organizations said the arrest of Choc on February 14, broke the efforts for a dialogue in the region between communities and authorities.

Guatemala may join Petrocaribe


Guatemalan President Alvaro Colom stated his government is analyzing Thursday the possibility of joining the Petrocaribe energy initiative, boosted by Venezuela.
The decision could be made within one or two weeks, Colom said in the Special Summit of the Central American Integration System in San Salvador.
According to the statesman, the team who studied benefits for Guatemala of that cooperation accord has concluded its analysis, so the issue could appear in the Cabinet meeting Monday.
On his January visit to this capital for Colom's inauguration, Venezuelan President Hugo Chavez said that his country's energy potential is open to Guatemala through its entrance to Petrocaribe.
That initiative emerged in 2005 to solve asymmetries in access to oil resources through a new favorable, equitable and fair exchange among the Caribbean basin countries.
Among benefits are that nation members only have to pay 60-percent of the bill and the rest has a 25-year period of grace with very low interest.
Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Grenada, Guyana, Jamaica, Dominican Republic, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Surinam, Venezuela, Haiti and Nicaragua are currently members of the organization.

Guatemala Firearms out of control


Guatemalan authorities recognize Friday serious deficiency in registering and controlling firearms, despite 85 percent of crimes committed in this country are with those devices.
David Barrientos, director from the Department of Control of Arms and Munitions (DECAM), told deputies from the Republic's Congress that the country has no an organized file or the adequate technology to fulfill the entity's functions.
According to Barrientos, the nation has granted about 300,000 licenses to individuals for the possession of guns, and 50,000 of them with permission to carry them, but there is no any information system to monitor them.
The DECAM director said there are 250,000 weapons illegally on the street, although the International Investigation Center on Human Rights estimates that figure at one and a half million.
Government Minister Vinicio Gomez informed Thursday that about 52,342 homicides have been committed in Guatemala in the last 12 years, over 44,000 of them with firearms.

Guatemalan workers protest violence


Dozens of public transport workers blocked the road to El Salvador for several hours on Tuesday to protest extortion and death threats against them.


In the last few years, members of juvenile gangs have demanded from businessmen of the sector up to 50,000 quetzals (about $6,600) in exchange for not attacking their buses.


In view of their impossibility to raise such an amount, many transportation workers choose not to go to work and organize the blocking to demand safety from the government.


Despite joint Army/police patrolling, another driver was killed by gang members in Villa Nueva town on Monday night, bringing to 11 the number of fatalities in one week.

Guatemala slams destabilization plan


Guatemalan President Alvaro Colom denounced that attacks against the passenger transport sector correspond to a organized crime plan to destabilize the government.
About eight workers from that sector have died and one more has been seriously injured after a series of armed aggressions in several points of the capital, whose characteristics turn out to be very similar.


"The attacks were planned in strategic places, with the very latest in cars, attackers did not steal anything to pilots, and due to the way they were killed, we could say that professionals did it," said the statesman.


According to Colom, there is a plot against the government for actions carried out in the last few days to fight violence and investigate public security bodies, allegedly infiltrated by criminal groups.


Former presidential candidate and leader of the Patriotic Party, Otto Perez Molina, stated that this is essentially a showdown between new authorities and organized crime.
For Carlos Quintanilla, from the Secretariat on Administrative Affairs and the Presidential Security, the aim of those crimes against drivers is to motivate a general strike in transportation service and generate ungovernability.


Nearly 14 pilots and assistants have been murdered this year at work, eight of them in the last 48 hours, in apparently coordinated actions.
Colom expects to meet today at the Presidential Palace with general secretaries from different political parties to analyze the lack of public safety.
